Kids are scared of the damaged light in the hall

I am totally confused. It takes time for the lights in the living room to light up after switching on. I don't know why this happens. My kids are also scared. They sometimes start crying as they get scared of this. One night, I also got scared. My husband switched on the light and went away from the room. When I got into the room, there was no light. I didn't know the switch was on. The light turned on suddenly scaring the hell out of me. It's funny actually, but it happened to us most of the times. But it is causing disturbances most of the times. We have to wait for a little bit longer for the light to come up now. The time is gradually increasing now. Nowadays, the light turns off without switching off. We tried replacing the lights, but the problem still prevails.
Do you think it is because of the voltage fluctuations? My husband said rewiring the living room might work. But I am thinking of consulting a licensed electrician from Toronto for repairing the lights. One of my friends suggested me a place-
